		<description>Dan - thank you for your comment.  We do address this to a certain degree.  We recommend that the tournament take it upon themselves to post all their scores.  This way they can confirm that the scores are posted and that the &quot;T&quot; is applied if it was a significant event.  In this case I would contact the club that the golfer is a member of.  The scores need to be posted, the golfer is abusing the Handicap System.  Thanks again - Jim Cowan</description>

		<description>I have recently played in tournaments where the winner hasn&#039;t posted their winning score. They use the excuse that the course is too easy and will negativley impact their handicap. Will the club licensing program have any method to address this problem.</description>

I apologize for the delay in responding but I just recently was made aware of this new feature within our website.  One, the NCGA is limited in what we can do and 2) we are doing a lot.  The USGA Handicap System does not permit an outside party to adjust the Handicap Index of a golfer.  The one and only entity that can is the club that the golfer maintains his handicap at.  So fuss and fume as some might, the NCGA cannot take any action to adjust a golfer&#039;s official Handicap Index.  That being said, we have kept track of all the scores that golfers have recorded in our own events at handicap and have taken action against hundreds.  It is a huge undertaking keeping track of tens of thousands of golfers and in excess of 100,000 scores, but we do track them and require golfers that have played too well too often to play to a lesser number in our own events.  We also notify the club that the golfer belongs to with the hope that they examine the member&#039;s record and take penalty action if they feel it is warranted.   Such a program does not prevent a net 58 from time to time, but the same golfer will not be able to reproduce such rounds over time in our tournaments.  Thanks   Jim Cowan</description>
