Rule 16-1d states that a player may not roll, rub, or rough the green during stipulated round. (2 stroke penalty)
In the 2008 edition ‘Decision of golf’, it states that a player may do that to clean debris from the ball without penalty. (see page 222)
If the player only rubbed the green to dislodge loose dirt or sand from the ball, would he be penalized?
This exception is missing in the thin rule book
