The NCGA Conditions of the Competition has the following statement: "CELLULAR PHONES: The use of cellular phones or any similar electronic device by a player or his caddie during a stipulated round is prohibited. Failure to observe this Condition of the Competition may result in disciplinary action including withdrawing a player's playing privileges for the rest of the championship or for the event the following year." Decision 14-3/16 covers many different possible ways a cell phone can be used and which are not allowed. For instance: calling a partner in a Zone qualifying to keep track of how they are doing on particular holes that you haven't played yet. At the least its very bad form.
