In general cell phones should not be used on the golf course.  The NCGA Conditions of the Competition has the following statement: &quot;CELLULAR PHONES: The use of cellular phones or any similar electronic device by a player or his caddie during a stipulated round is prohibited. Failure to observe this Condition of the Competition may result in disciplinary action including withdrawing a player&#039;s playing privileges for the rest of the championship or for the event the following year.&quot;
Decision 14-3/16 covers many different possible ways a cell phone can be used and which are not allowed.  You can read that decision by going to the USGA&#039;s website at http://www.usga.org/playing/rules/books/rules.html</description>

		<description>What are the rules concerning cell phones in competition. For instance: calling a partner in a Zone qualifying to keep track of how they are doing on particular holes that you haven&#039;t played yet. At the least its very bad form.</description>
