Clubs were required to send a representative to attend and complete a Handicap Certification Seminar session by the start of the 2004 tournament season and to maintain a successful attendee on their active roster each year from that point on. It will be necessary for clubs to renew this attendance requirement on a four-year basis to coincide with the quadrennial changes to the USGA Handicap System.
Members of clubs that fail to fulfill this mandatory attendance requirement will be denied eligibility in NCGA competitions and may face additional sanctions or possible suspension.
